Barack Obama declares a federal emergency in Massachusetts by Hurricane "Earl":




Hurricane "Earl" has maximum sustained winds of 165 km and moves at about 30 mph. In recent days, has weakened, and now has a category two, a total of five. The presidential declaration authorizes the use of personnel, equipment and funding from the Department of Homeland Security and the Federal Emergency Management Agency to coordinate relief efforts if the storm caused damage in that state from the Northeast.
