AISsat ship-tracking spacecraft have been launched by Norway:

Norway has launched AISSat-1 spacecraft to monitor shipping in is territorial waters.The small satellite with a weight of 7 kg will track over 300 gross tonnes.

AISsat-1 is used principally for collision-avoidance, and by the authorities near the coast to keep watch on cargo, passenger and fisheries activity.........................
